In general WMV format seems to be the most suitable and commonly used for web. But the advantage of MPEG is that there won't be any problems with playing it on any machine (.wmv files possibly can't be played on some machines that have fusty configuration).

We'll consider your problem as for bad produced video.

The matter seems to be that you use resize 321*241. We don't know exactly why Windows Media Player doesn't playback properly files of such a kind since its code is closed.
We recommend you to use some of standard resize values (e.g. 320*240).

tried that, still looks crappy, even with other players, BS, winamp, media player classic.... any other suggestions to fix the problem?

I mean the clips look fine on the machine that encoded them, it's just when you play them on any other of the 28 machines I run they look horrific
