Hi,
When converting .vob files to .flv, which frame rate should I choose? Is there a theory or rule to follow?

Hi.
Frame Rate is a number of frames per second.
It’s better to set the same value for it as for source video.
There is no need to set grater value as it won’t make quality higher, only some frames will be duplicated.
If to set less value, it could help to upgrade quality a little, because there will be less number of frames which need coding, so you could code every of them with a higher quality.
And if to set small enough value for Frame Rate you’ll lose part of frames what could cause absence of evenness effect.
But it depends on video. If video with active movement, it will be essential and visible, otherwise in case of more or less static video.
