mp4 movie freeze [message #2082]

I got some mp4 movies from different sources.
I am chopping them up and created a teaser clip
I am changing them to h264

I chop it up, combine them, add them together then create the movie

It always stops at 17%. I even rebuilt my laptop from scratch, giving it a fresh start and still 17%... any settings or codec preferred to help this along... right now i have to convert it to any other format first and then it allows me to go h264.. but mp4 to h264 freeze
